I keep getting a popup for "New version: 23.16.3.en.US." What is this?

My Moto X 2nd Gen has a pop up asking me to install a system update "New version: 23.16.3.en.US" I cannot find any verification on the Verizon website that this comes from Verizon. Is this legit? My phone has never asked me to install a system update before this and I have had it for about a year.
