The Smart Dialing feature can set a default country code and area code for phone numbers in the Contacts app so the country code and area code do not have to be entered each time a call is made, unless the country code or area code are different from the default codes that are set.
Some country codes are not supported by the smart dialing feature.
From the home screen, select Phone.
From the top of the display (where the time is located) swipe down to display additional options.

Select the "Use 1 for National Dialing" On/Off switch to enable or disable.
